I'm guessing you don't have an HOA. This is one instance where that would actually be beneficial, as they could act on your behalf.

Check all local codes to find ones that they are breaking. Most cities have codes for drainage & standing water (it's a health hazard, particularly due to mosquitos). There are also codes for grass, but generally not unless it is over 12" tall. You have to know the exact code(s) that are being broken, and you have to report it to the appropriate authority. Call that authority, and continue calling every day until the issue is resolved. If it isn't resolved in a reasonable amount of time, I'd recommend calling your local news station and have them put it into their "citizen's advocate" section. That should help get things moving, but it will also likely put you in the spotlight, which is bad if you're concerned about repercussions.

Sounds like that would just make the problem worse by feeding the assorted vermin already living in that house and making them stronger.
