I got an email from the merchant today. Contrary to the details on his auction he doesn't accept CC. He does do PayPal though.
If I use my CC to pay through PayPal and he doesn't ship the goods does my CC company see this as a transaction with PayPal that was successfully transacted, or a transaction with the vendor that wasn't successfully transacted and can be credited back?

The combination of Ebay and your credit card (if you used one) should cover it.
I had two incidences out of my 200+ purchases on ebay. One of them for $1400+, ebay covered. The other for $700 was a gonner. What I've learnt is to use a credit card to pay for stuff - even if through paypal. Never buy from anyone without a good history.

Unfortunately PayPal seem to totally drop the bundle on anyone not within the US. Their protection policies are not international. Considering I'm in Australia and the seller is in Germany I doubt they'd even consider a complaint from me.
Nachtmeister is very kindly running some background checks on the seller. His rating looks pretty good on ebay. Maybe someone more experienced could have a look for me.

Your best bet - is to ask him if he is willing to have your friend pick it up from him... If he backs off, you know it's fraudulent.
But his 69 record history looks ok. Also, check with the other buyers...
