As other's have said, in India, people typically start the day later and tea breaks in between the major eating times. I was in India a few weeks ago and must say I prefer their eating lifestyle.
The guys the OP is dealing with are most likely FOBs here on contract work. They don't assimilate to their surroundings and keep with their own eating timetable. Also, in terms of tipping, like most FOBs tipping is just not a part of the dining experience.
Finally, I hate to say it, but in India, waiters are on the same level as servants. This attitude is slowly changing with the younger urban set, however the rural or older generation still have this mindset.

I'm not Indian, but I seem to eat late. I don't want to and I don't like to, infact, I know it's not as healthy as eating early. But things happen and either I don't get home at a decent time or I have things to do when I get home (exercising, washing clothes, stuff for work, etc.) so a lot of times I don't get around to eating dinner til about 9 or 10pm. I really would like to change that though.

Are we talking about Indians as in Cowboys and Indians.....or Indians from India?
Either way, most likely it's the group of people that like to eat at your restaurant and at a certain time of night.
Why not politely ask them what they have been up to? Maybe their answer might explain why they rollin so late.
As for their tip... your lucky to get the 10%..... I wouldn't complain.
