Yes she is and should be responsible but it's not her FAULT... it's not the owners fault for every action the chimp or any animal has/does just like you or anyone else is not at fault for something stupid I do...

 

fault and responsibility kind of go hand in hand. when you say you aren't at fault, that tends to imply that you aren't responsible.
