I don't think it would be illegal to cash it if it were endorsed. That would make it same as cash. That being said, by endorsed it would have to be the signature of the named person and I'm sure the bank would have called the named person anyway before allowing the bearer to deposit a sum in that amount.

Depending on the named's financial position I may take the reward. If they were a wealthy person vs. that money being their whole life's savings.
