Sexual molestation requires someone committing the act to someone else. Taking sexual pictures of yourself doing whatever she was doing (if your under 18) AND distributing it (the KEY issue here) is illegal.
I think everyone has to realize its not the fact that she took pictures of herself doing whatever, it was the fact that she was distributing it around the internet coupled with the fact that she's underaged.
