What kind of fender work would need to be done to accommodate concave ce28's? (17*9.5 +35)
Depends on tire size.
If 245's, then it's actually not bad. You'd need a full flat roll + mild pull, bumper tab relocate, shave down the inner bumper lip, & some camber.
If 255's, then it gets hairy. You'll need a full flare up front, and at the very least a very aggressive pull in the rear. Most likely, you'll need a flare in the rear as well which will require you to get the rear bumper custom shaped to meet the fenders since the tire will stick out past the leading edge of the rear bumper. You'll also need some camber, around -3.5 R and -2.5 F.
The obvious solution is just to go 10j +45. They're actually just a tad more concave than 9.5 +35, and a ton easier to fit.
No, you will run a 255 with the 17x10+45 set-up. Just google "killerblackbird s2ki" and check out his build tread. The required fender work is very mild. You will need mainly just a roll and slight roll and pull up front.

You want a 255 since a 10j will stretch it slightly. With the +45 offset it's not a tough fit at all.
Also keep in mind with KBB's setup he had r-comps on the car. If you go with a summer tire it actually won't be quite as meaty, meaning it's an even easier fit.
