I roll with a 110% of the speed limit guideline, rounded down for the ones ending in 5. 27 in a 25, 44 in a 40, 71 in a 65, 88 in an 80 (I-10 in west Texas).

Considering most of them are on motorcycles and can print tickets out, instead of writing it, so they generally don't have any remorse.

I've been pulled over for no other reason than not having a front plate by the state police too. If you want to be safe, zip tie it.
Never had a problem. Been pulled over multiple times for speeding infractions and haven't once had one mention a front plate. Although did have one officer ask me if my car was loosing pieces because my fenders were pulled out
