I think that's an antenna off an Insight. Some people claim they can get better reception with those. However, as it turns out, these are possibly the same people who put in an aftermarket HU and neglect to power up the antenna amplifier, thus resulting in very bad reception. They then get a longer antenna to compensate for the non-functioning amplifier. The previous owner may have been one such person. Does the car have the stock HU? If so, maybe the previous owner put it back in but the power wire to the amp was never re-connected (if it was cut).
