Default Drilling New License Plate Holes

Sadly, at some point in my car's life it was in the hands of Carmax. They decided it would be a great idea to drill effing rivets into the bumper to secure their stupid frame around my plate (http://www.s2ki.com/s2000/topic/1018...e__p__22499712).

So, now I have no way to secure a plate to the front of my car. I had one zip-tied along the bumper, however it was very lightly starting to rub paint off so I removed it yesterday. Does anyone have any suggestions on how to plug up these old holes, and drill in new holes so I can mount the plate in it's stock location?

In the pic you can see four holes. None of them have thread for screws. The paint is beginning to chip/peel from one of them.

I'm going to be using a Blox frame for the front of the car, just put this on the back today I know it's small, but in addition to a new shift knob/boot, the frames and that small sticker are the first non-stock additions to this car. Feels good.

You need #10. Two of them. Part number 71113-SH2-000.

You will need to remove the front bumper to install them. Once installed, you can either get license plate caps to cover the holes (90672-S2A-A00ZF) or two 6x16 bolts and mount your license plate.

It could be that the bracket is actually just pushed into the bumper. If it's not, since you need to remove the bumper anyways, I would just buy the bumper plugs and just secure it with screws and washers.
