Rust bubble/chip near fuel door

A rust bubble (between pea and dime size) formed just under my fuel filler door, and the paint flaked off there, revealing a little rust spot. Car has been in TX its whole life but may have had some unreported accident damage / shoddy respray in this area before I owned it.
If you notice in the last two images, there is another much smaller bubble forming on the far right corner below the fuel filler door...
Aesthetically it doesn't bother me so much, the car is a daily and isn't cosmetically perfect. I'd rather just live with it, and deal with it when it comes time to sell. You never know when $500 of paint work will be ruined by some idiot hitting you a week a later.
However if not treating it now would result in rust continuing to spread across the panel, I guess I should deal with it sooner than later.
What's are my options? I looked at one of those paint chip repair kits, but I fear this chip may be too big, plus there is the other small bubble forming on the far right.

If it were mine I'd sand down those areas, which might reveal even more potential rust, and then treat the freshly sanded area with POR 15. This will stabilize the area from further rusting and you can now paint over the coating.
