Would pushing up the inner fender work?

Add stiffer springs if you want the suspension to compress less.
The car will not move and I risk a bacon fender. I definitely want to move to a stiffer setup, but I am trying to figure out how stiff the spring rate should be. Any suggestions for a street car?

Enkei RPF1s with a 245/45 up front. They came on the car, but I am thinking they are a 17x9 +45.

Those rpf1 are too low of offset without a nice roll and even small pull. I have an extremely steep driveway and when I back out and most times I pull in I have 2 wheels loaded and two
fully extended as my suspension articulates.

i have ohlins. I’ll capture a picture for you but my front lip is really close and the little mud flap wind deflectors on the bottom of the leading edge of the front wheel well are road rashed because of concrete contact.

it’s hard to tell how steep it is but I think you can get an idea.

I am rolling with 17x9 +49 and a 245 square tire setup. Before I had s2000 specific volks and you can see I’m not contacting the liner but I’m close. That is with the above mentioned ohlins r&t and a conservative drop.

when I installed the 17x9 +49 Wedsports it was too close and I had to get the fenders rolled. Admittedly I also track my car. But it was too close for my driveway alone....

Id say beef up your suspension. But also you need to get rid of the rpf1 and get something with a more stock body friendly offset. With your driveway you just need to be more conservative for your wheel setup.

Wheels and tires are your real problem, those sidewalls are to big and with the aggressive wheels it's making it even worse.
245/40 is much closer to stock diameter and will help some but you would probably still need to roll your fenders flat.
