this is essentially true. by altering the port length and opening area, you can 'tune' the enclosure/port to specific frequencies or notes... now, the location of the port affecting tuning? i'm not entirely sure... i don't think that should matter greatly, but it could have an effect.
a ported enclosure can be made to sound tight and powerful... and when tuned right, they can really sound great. still, tuning a box properly isn't an easy job and if you tune it too high, when the sub tries to play notes below the tuning, you can 'burp' the sub causing massive excursion and severe damage...

Here's some pics of my just finished foot well 8" sub enclosure. I wanted to be able to take weekend trips with the wife and didn't want to take up any of the minimal trunk space so I decided to try the foot well. The only person that's ever in the passenger seat is my wife, and she's barely 5 feet so... Turns out, there's still plenty of room for myself sitting in the passenger seat and I'm a rather husky 5'9". And just in case anyone asks, the carpet has not been cut and will lay right back down normally if/when the box is removed.
I went with an Eclipse 8454 head unit which you can see in one or two of the pictures. It barely fit with the radio door there, kudos to my installer. My new components in the doors are Diamond CM361. Those looking closely will also see a black wire dropped into the pouch on the passenger side foot well. That's to hook up my 40GB iRiver mp3 player. The player plugs in right there and sits perfectly in the pouch out of the way. The amp (Diamond D3 400.4) is where the spare tire was, good riddance.
Currently is sounds great, but now that I've got the taste in my mouth it's time to keep going. Other mods I'm considering are S pods, another amp, and moving the mp3 player to a custom holder in the glove box.
