Thanks Charlie, that's exactly the sequence that I've been using. I was thinking that maybe I should have been holding down the dash button and hitting the "program" button. In that case we're back to square one. 
(update): I tried another round of programming and this time intentionally entering the "wrong" button by using "program" instead of "ready". Any time that I did a wrong program, I would either immediately get the alternating red/green or I would get a half-dimmed red light which leads me to conclude that I have been programming it correctly. Also I have tried the programming sequence with the key in accessory, with it in the start position with the dash lights on, and with the engine running. Like I said before, I get the correct light sequencing except for the final "program".

Just to update, I spoke to Scooby2 on the phone a couple of evenings ago. I verified that he is using the proper programming sequence. We also used a Digital Multi Meter to discover the source of the problem. Unfortunately there is some kind of an internal problem with this particular DCU and I am shipping scooby a new one as soon as I can get it assembled and tested.

That is correct, sorry for the mis-statement. I spoke to you, not Scooby2. Scooby2 sent me his items for repair. I now have some brand-new DCU's in stock and will be sending them out to anyone that has sent me thiers for repair. They will be going out tommorow.

The replacement DCU's went out a couple of days ago, and I'm anxious to hear how they work for folks. On a side note, we had 3" of snow/hail here in a small section of San Diego known as Mira Mesa. It was a pretty strange site!
