What kind of spark plugs are you running in your Comptech SC'd car?
If you're using the NGK 7173's, they're a non-resistor plug. That means they make electrical interference. Which might explain why you're getting RPM dependent noise.
Try a set of NGK BKR7Es instead.

Have you tried running the radio off your battery without your parent's car hooked up via jumper cables? I'd bet that you'll get the same results.
