There is a small daughter board in the ECU that contains a small EEPROM. That, I believe, holds the key to tuning the 00-05 ECU.

I have taken it off my extra ECU but I am having a hard time dumping the contents.

Hey guys, where there is a will there is a way. All we're trying to do is get Cobb to WANT to do this. They'll figure it out once they have a reason to do so.

My guess is that nobody instead of HONDA can flash the older 99-05 ECU's.
What I have heard is that the program is stored in the processor itself and not in an separate EEPROM. That's why all JDM Tuners send their ECU's to HONDA to get an extra Daughterboard with the EEPROM activated. My guess is that HONDA only has the codes for reprogramming these older ECU's.
That's the reason why Hondata is using another ECU (RSX) for the K-Pro in the 99-05 S2000.

Add me to the list as well! Im just wondering if this thing comes to production will I be able to utilise it with my intake-header-exhaust-HFC combo? will it be able to fine tune everything? if not then what will be my next option? Reflash or standalone?

^yes it should be fine. Pretty much every other car the Accessport is available for is boosted.

It this comes out I'll eat my hat, i dont think it will. 10years now.

Cobb will need to break/crack the algorithm first, it will likely require opening up the ECU and soldering on a socket or piggy backing onto the original chip.

If they do hats off to them but i cant see it.

Mugen/J's did it sure but they were given the go ahead by honda and the codes.
