The Haltech Elite seems to give pretty good control over VTEC at any operating conditions. It looks like it will keep VTEC on once activated if you play with the Min TPS setting on the Preconditions page (last pic) or Min Load on the Intake page. These are the stock settings on the base map, I haven't played around with at all but it seems to stay latched on.
