When I use a throttle map that is restricted only to a low load (not often anymore), I just use a lower gear to do the pulls. There's no reason why you would need that long of a road. If you are restricting your throttle to 400 mBar, then use 1st or 2nd gear to do the pulls. Elevation changes don't cause any problems for that strategy. If you had a 1000 foot elevation change, that would just change the load value a small amount, but wouldn't hurt the tune.

I haven't used a conventional dyno of any kind for part throttle tuning, but I don't believe it would be as good as a street tune due to heat soak. Unless the dyno is installed in a wind tunnel, heat soak is going to throw fuel and ignition off by a few points.
