Right now, there are two mentions of that turbo that I can find on the web. . . yours and theirs. There may be a company that makes it as a custom spec, but as far as I can tell Garrett does NOT make a GT31R, a GT31, or a T31 (though T31 is used occasionally with regard to turbine sections of the old T3 turbos). If it is a custom spec, I would love to know what it is.

I'm not trying to be combative, I just like to know as much about turbos as I can and that's one that I've never heard of. If there is a GT31 turbine wheel (or compressor wheel), that's something I might be interested in some day. I personally like large turbines with properly sized compressors and think that the GT3076R has a turbine wheel that is slightly too small for its compressor.

You're right, it's custom. And apparently was going to take to long for them to put it together so I'm ending up with a Precision 76/60RB, which is also a custom ball bearing turbo.
