As both PRS2K and I have pointed out, a great deal depends upon the driver. I have gears (4.30:1) and SC/AC, and I know people who can break 12.9 in the car, but I'm not one of them.
If it were me, and I was looking for low 12's, I wouldn't even consider anything other than a turbo. You can get there with a Comptech or Vortech blower, but you will not be CARB legal, because once you go over about 320 WHP you're going to have to ditch the stock ECU. Since you're going to have to tune a new ECU anyway, why not start out with the more effecient system?
If you're really stuck with Carb certification then I believe you're stuck with the stock SC/AC kit ... no high-boost pulley's at all. If you're good you can break 12.9, perhaps even 12.7, but we haven't seen many people that are that good.

What do they do in California if they catch you with a noncompliant car? Do they just fine you and make you fix the car, or do they confiscate the vehicle?
Theres ALOT of good information here, from the experienced elite; MX5 and Sideways....I certainly appreciate your comments. There are also some sweet looking time slips...congrats on the skills.
From personal experience; Vortech SC out of the box produced 292rWHP (give or take a few), running lean with the black box. This put me at $4K with $1K for install and about $750 for dyno and tuning.
An AEM and RC550 injectors were installed and "tuned" again...$1800. (I don't like lean, or otherwise..)
$7550.00 for 357rWHP/220lbsT
Seems expensive but the smile on my face everytime I drive her is priceless!!

The turbo and SC debate rages on non-stop. Every car that has aftermarket support many times will have all three choices, and in the end, everyone is happy with whatever they buy if it meets thier own expectations.
I have always leaned toward SCs for a upgrade on NON_TURBOed cars from the factory, because I think it is more inline with the car's usage. Turbos add TO MUCH to the equation, such as extra heat, VERY different dyanmics at the exhaust area, including hotter exhaust valves, thereby creating more stress on the springs, which need to oprtate at 9k rpm.
