Fastest reliable (for the most part) s2k?
So my old man bought a 2005 vette just to say his car is faster than mine
...
I want to walk all over him just to prove a point!
I have a completely stock 2001 s2k. I daily drive this car, and have a $10k budget to upgrade my car and looking for options to get as much HP as I can for the money!
I just bought a new ACT clutch just havent installed it yet, so thats not in the budget. Any opinions on what to do to my car to squeeze out the most HP for my budget?

Turbo all the way! you can do a very nice kit (i would recommend the full-race kit just cause everything is there and you get to keep all your creature comforts)
An AEM EMS, Injector Dynamics 1000cc injectors 3" or larger exhaust and a good tune.
400whp on your stock block would be NO problem at all and VERY reliable with the AEM and a good tuner!!!
turbo options:
30R fast spool 400whp
35R great spool you could do 500 on that.
have fun and get ready to make your dad VERY sad.

If your looking for a reliable turbo kit Go InlinePro. Enough Said.
If you want reliable power right out box without any hassles then I'd recommend Kraftwerks. You'll put down about 360whp which is enough to run neck and neck with the last gen Z06. (not current z06)

equal lenth mani, gt35r, 1000 injectors, aem, tuned to 500whp stock motor. 125ish traps. your old man will be dusted. and you will have a fun car. inline pro, full race, or mase engineering, any of the three will build you a sick setup!

I do think a turbo setup would be the best way to beat a Corvette, but it's probably not the cheapest and it's definitely not the most reliable. AFI, Full Race, Inline Pro, Lovefab, and P-Fabrications all make nice kits.
There are also a variety of good SC options. SOT, SOS, or Kraftwerks SC kits would all work (Not sure if the new Vortech or Comptech kits are out yet). Go for the upgraded pullies, run an AEM EMS (or KPro), and replace the clutch. If you have any $$ left, then look at the exhaust side of things.

well your pops vette makes roughly 400bhp (roughly 340ish whp) and 400ftlbs of torque outta his 6.0L LS2 engine, with a curb weight of 3245lbs, now take your s2000 with a simple turbo kit (AFI, F-R,PFAB,IP) with all the required modifications and parts, and make roughly 450whp with a curb weight of approx. 2800lbs
the corvette has a power to weight ratio of 9.5:1
the s2k has a power to weight ratio of 6.2:1
so on paper the s2k will dominate the vette, and sound better and look cooler doing it! If your dad starts to mod the vette than the playing field will start to even out, and it will be a drivers race at that point.... and always remember, when racing a v8 from a roll, brake boost is a must!, never let them get a torque jump on you!
