Default Fuel pump voltage issue

I had problems with my AP1 CTSC+AC running 7psi, fpr and 2 bolt on's.

The AFR after 4k in WOT stuck at 13.1 AFR, we tested the voltage and it dropped at the fuel pump should of been around what the battery was when idling/charging ie ~14v, when we checked the voltage at the fuel pump (genuine walbro) it was 'IIRC' 11.7v.

As soon as we fitted thicker wires and a relay the AFR dropped like a stone and we were able to bring the AFR inline - my tuner/mate said this was due to thin wires and possibly another issues - which he has seen on many cars.

I had read about this but thought it was only applicable for big power s2000's ie 450+ BHP.
