On a s/c car the BOV is set as a bypass valve which is supposed to let air out any time your not on the throttle, even at idle.
My valve is worn funny. Let me know if anyone elses valave looks like this.

Its worn funny betwwen the arrows. Its like it doesnt sit flush on the flange.
The flange also has a rough spot on it which could be the cause of the whistling.
