We've run 25psi on stock internals with just our headgasket and pushed 525rwhp. 
Did that for about 1,000 miles just for the hell of it.
20psi on the headgasket setup will be perfectly fine with the RIGHT TUNER.

No the 525 whp @ 25 psi was on street gas (93 octane) I believe.
On race gas at 25 psi they were pushing over 560 whp if i remember correctly.
