Ok, I Think I figured things out.
Long story short it looks like the tuner tried to put vtec too low and didn't raise it high enough to clean it up. I know he's done a few s2000s but they were on tubular mani's or supercharger with one other log I know of that also had problems like me.

I put my Base map with vtec set at 6000 (that Scott tried up to 8000 rpm) back in my ems and was able to take the car up to 8000 with no surging. Car wasn't super fast but afr's were in the tens on conservative timing at only six
pounds of boost.

Geeez don't go ripping apart the motor! Your vtec solenoid and valve lash are probably just fine. Take it to someone who has experience tuning s2000s!
