id keep it 9k but make power sooner only to give you the extra room. that's just me tho

Assuming the head is up to it, aftermarket rods and pistons allow you to up the red line on the 2.2 safely. IMHO 9000 rpm is reasonable.
The redline on my 2.0 is 9650 rpm and I frequently hit the limiter. The driving experience is just more fun at higher rpms.

Just cut the revs when the engine stops making power. Nothing is more important than a nice linear graph imo.

Anyone with stock AP1 turbo want to chime in on what their redline is? I'm curious as I haven't considered what mine may be after getting it tuned.

I ran a bone stock F22 to stock ap1 8900 rpm rev limit N/A and boosted for 10's of thousands of miles with no issues. I think the piston side loading will eventually take its toll with some enhanced piston wear sooner, then running at stock rev limit though, which is naterial to think. But on a built bottom end I think most builders say just run it till it stops making power. There are other factors in a built motor that shorten the longevity first, so its not really a failure point consideration like it is on a tighter tolerance OEM motor that can typically run 200k+ miles before a rebuild.
