Clamp and safety wire it down. Cheap, simple, effective.

Thats what I do. I dont use honda filters which everyone freaks on but my oil is always super clean and I never have these issues. There are not TQ specs on aftermarket filters outside of traditional hand tight.

The detail in Billman's comment about the shallow gasket and metal to metal contact is understated. The OEM filter is not the same as another filter: the gasket is sandwiched between 2 metal rings. When you torque it to specification with a wrench, you are making contact with the 2 metal rings and the block mating surface. It is just like a bolt. It is not the pressure on the gasket that makes it tight, it is the 3 way metal to metal contact.
That is why hand fighting cannot work as designed and a loose filter is the #1 cause of oil loss and engine fires.
