Where is the leak?

I'm going to assume it is on a pipe thread fitting.

I'm not a fan of the tape. I've also had bad experiences with some brands of the paste. Certain brands of the paste sealer actually dry. This is not what should happen, it should stay liquid. I use ARP thread sealer exclusively now. It stays soft and seals well atleast in my experience of using the stuff for 2 years. It even is used for sealing straight threads (some engines head bolts go into the water jacket).

Also, the threads are possibly not clean either in that the threads are messed up or there is a foreign particle trapped in the threads. Use a tap and a cleaner to clean the threads if the pieces do not go together nearly all the way by hand.
