11:1 compression at 10 psi is almost exactly the same total compression as 10:1 compression at 12-13 psi and 9:1 compression at 15-16 psi.
So no, 10 psi on 11:1 compression with a good tune is just the same as if you had the 2mm HG on with a good tune on 12-13 psi. There is no diferrence.
