Neither look seized. As I had to loosen all the way to get the old belt off.

How loose should I be doing the 17mm tensioner pulley bolt?

It should be TIGHT, as that's the only bolt holding the tension in place. The only time the tensioner pulley bolt is loose is when setting belt tension.

Edit: Per SOS, the torque on that nut is 31 ft/lbs. I do mine hand tight, as I've stripped those threads before.

So it doesn't matter how much I loosen it when setting tension?

Not really no. Obviously dont loosen it to the point where the nut falls of the threaded stud.

I loosen it enough to relieve the clamping force to allow the tensioner pulley to glide smoothly.
