Default Virginian FI and inspection

ATM I'm in Cali but im building a s2000 for my brothers 21st birthday present. The issue I'm having ATM is that he lives in Virginia and i know that Virginia doesn't have smog laws but they do have an inspection that is required for registration, from the phone calls i have made to the dmv there(all resulting in different answers and all of them not to sure exactly what I'm asking....) it seems as though it doesn't matter what is under the hood as long as the parts that originally came with the car are on it, and the don't necessarily have to work ether. My question is pretty much how do you guys get through inspection? Is it not even an issue or do you swap your cat in before it or something.

ah no i did not even know they were there i usually just hit my FI bookmark and my clasifieds bookmark lol thank you very much
