This is not new. Porshe had a moveable rear wing on one of their rear engine Spyders back in the early seventies.

The car was a hillclimb car they used as a test bed for all their new technology. I believe it was driver activated by his feet on a pedal similar to air craft flap pedals.

If you can find Victory by Design on You tube, the Porshe episode has film of it.
