Don't remove just develop a cover for it.

I second the idea for a handle cover. If you were to modify the top of the door handle, there is a screw that holds the housing in you could use to secure a cover, as well as fabricating one that could slip over part of the housing to secure the edges down.

You could combine that with a seat belt locking mechanism as well if needed - Possibly something like this:

You can also disconnect the rod that connects the inner handle to the lock assembly (see diagram in link below).
