Since you already have suspension (assuming coilovers), I'd say pick an inline pro kit, tune it, and get some wider wheels to grip the power. I wish I have 10k to blow on my car
I wish I HAD 10k....

Turbo FTW...do it right the first time so you dont end up spending more than you want/have to.

I know you said you'd prefer turbo but...if it were me I'd do a KW hi-boost kit, spend the rest on a really good clutch, exhaust, and header. It'd put you at a reliable 360+ hp, good midrange, very driveable.

And best of all...

FUN

NO KITS
DO IT BIG!
either...
Precision or gt35/40r or Borg Warner. (easy 600hp capable)
All the misc for turbo (mani, 1000cc, AEM, ect.)
ETHANOL TUNE!!!!
9:1 internals w/ Darton sleeves
Some aggressive turbo cams
stg 3 clutch with cryo diff.
And maybe some good brakes to mach all that power.

Do this right and you will be disappointed by any other car you drive in your whole life.

^ My turbo setup, AEM EMS, 255lph Fuel Pump, gauges, install, tune, upgraded radiator, upgraded clutch, and lightweight flywheel all came in under 10K. I probably put down less power than you josserman, but I also am running straight wastegate pressure (8psi). If he wants to reliably go turbo for 10K, it definately can be done (heck mine is my DD).
