painting valve cover...special clear and paint?

w/ the above posts a PC will give you a much nicer and cleaner end result. If you insist on making it a DIY, it shouldn't be too hard. I did this previously on my Integra and painted it gloss black. To remove the factory crinkle paint you can use Aircraft Paint Remover. This can be found at any local auto parts store. For the paint I would highly recommend Duplicolor Engine Enamel.

You can make duplicolor high temp wrinkle as well, just don't bake it as long (It's got instructions on how to on the can)
PC will look much more professional though, a better shine and its MUCH more durable, as well as it will clean off easier (the paint will stain if you don't wash your engine enough while the pc will let most anything wipe right off
i know its more money, but you'll be happier with powdercoating (I painted the valve cover on my last car and powdercoated this one, i wouldn't paint one again
