Will these mods fix the AP1 Oversteer ?
I've never even come close to being in an oversteer situation. Was wondering if this combo would help out with the "problem" that the early AP1's have. But I think I understand about what to do with the bars . . basically beef up the front lower end.
Plus I like the idea of knowing the car first through instructed driving or testing in a safe environment.
Is it true that the bigger wheels and wider tires will help with the oversteer as well ?
Do the lower and stiffer springs help with this problem as well ?
And then I'm sorry to be so ignorant but the tie bar and sway bar are all different, right ? What do they do that's different. I did a bunch of research on them and it kind of sound like they all do the same thing but everyone uses different names for the same things that its kind of confusing.

Anything you do that "stiffens" the front end will tend to reduce the oversteer bias. You can do that through spring rates, sway bars, etc. If you want to understand what change the Tein S Techs will make, you need to compare their spring rate f/r to your existing springs.

OEM Spring rates by year (front/rear)
MY00-01 = 218/291
MY02-03 = 240/230
MY04-07 = 256/207
MY08-UP = 274/225
MY08 CR = 375/264
Note that over time the spring rates evolved to be stiffer in the front, although you have to remember that spring rate and sway bar stiffness together control wheel movement, so it's not quite as simple as just looking at spring rates.
The Tein (296/363) has a heavy rearward bias similar to the early AP1 springs, although they're ~25% stiffer all around. This is primarily a lowering spring, it isn't going to change the oversteer tendency (if that's a concern for you). In fact, you'll find that almost ALL of the aftermarket spring kits were developed for AP1s with similar rear bias.
The few aftermarket options that are front biased include Neuspeed springs (280/215) and the Bilstein PSS9 coilover (345/285, and my personal favorite) You may want to check the swift spring rates, they aren't in the thread I listed above, but are frequently praised.
Meatier tires in the rear will also tend to increase rear end grip. I like a 225/255 combo on my car.

I was wondering what the effect of installing following modifications on my AP1 (model year 2000) would be on the driveability, suspension and oversteer tendency vs. stock :
1. Tein S Tech Springs, OEM Shocks
2. Cusco Strut Tower Bar

3. Cusco Rear Tie Bar

4. 17" SSR GT1 Wheels with wider tires Bridgestone 245/225 rear/front.

the strut and rear tie bar are more or less just fancy pieces with little performance value.
the springs aren't going to do much besides lower the car...they lack the performance available from a nice set of coilovers and adjusting them to your preference.
here's some quick, cheap help for you if oversteer is your main concern:
forget the springs, strut bars, tie bars, hell you can even forget about fatter tires ( for now ).
take the car in an get an alignment in the UK specs. it will dial out a lot of the twitchyness of the car. from there, decide how you want to proceed.
