The 98db limit is pretty low, most N1 style mufflers are going to be above that. If you run something like an Invidia or Skunk2 you'll have to use a silencer.

I also thought about something like this (I run a Toda, pretty loud):

My stock hit 93db thats with oe cat in place.

my apologies, I put 98 and infact its 101 ... does that make much difference?

For clarity, that would be the reading they take at static, so about 2-3 feet from the exhaust with the revs at just about 6k

If I remember right a 3db increase is like increasing the sound two-fold. I used to remember this stuff.
