Default Bilstein PSS9 Install Help Needed

I'm in the middle of installing a set of Bilstein PSS9 coilovers and am having trouble assembling the new shock. I removed the stock spring hat and drilled out the hole so the shaft and shaft spacer would fit through, but I still don't have enough shock shaft sticking out of the top of the hat to add the upper rubber bushing and adjuster unit. What am I missing? Do I need to knock off the upper bushing mount that's on top of the spring hat? Any help would be greatly appreciated.

I helped my brother install his PSS9s almost a year ago and the only thing I recall out of the ordinary was the need to drill out the hole, which you have already done.

Hopefully I can remember something else regarding the install that will help you.

This is what I have:

As you can see there's no thread sticking up through the upper rubber bushing.

Sorry about the pics, I put them in the wrong directory. They should be visible now.
