It's really strange you had problems with dust. I put my car away for winter without cleaning my wheels. They were black with brake dust. When I took it out storage, the dust washed off no problem. What kind of wheels do you have? Have they been painted or powder coated ?

this happened with Rays RE30.
stock silver color.
the pads i had were pfc97.
i don't remember whether the dust was sticky on dry but after a rainy track session i definitely had veryyyyyyy difficult time to clean the wheels...
other than dust - the best pad i ever used.

This isn't specific to PFC, any race pad compound will do this when it gets wet and re-heated.

so far with XP8 i had zero problems to clean their dust. including after wet sessions.
are you saying that on dry PFC dust wouldn't stick?

XP8 in the rear or front? Its a problem specifically on the fronts after getting wet and re-heated. I've had dust from Carbotech and cobalt stick after track days where it would rain on and off so the dust on the wheels would get wet and then I would go back out on track with a drying line. This allowed me to heat my brakes up a lot, cementing the pad material in a few places on my front wheels (rears were fine). PFC's dust shouldn't be a problem in the dry long as you don't let it sit for a very long time, the same recommendation should be made for almost all race pads, though.

In my experience the dust from the PFCs is harder to clean than the dust from carbotech and pagid pads. Not a reason to avoid the PFC, however, because they're really good pads.

Not exactly what the OP was looking for, because I have a bbk, but I'm running the PAGID RS19 and they last FOREVER.

I got tired of burning through pads and rotors so I installed a bbk with ducting and at this point the BBK has more than paid for itself.

I recently cleaned my white wheels that had PFC 08 & 97 dust on them after a track day last year, they had gotten wet a few times but some Sonax and a wash mitt got it all off with no problems

Never had an issue with XP8/10 wheel dust, and we're always in streams and puddles so they're wet!
