Default ecu flash in nasa tt

hey after goin over some of the rules for nasa tt i seem to be a bit confused. if i understand correctly a flash tune for an ecu is 0 points? if it is how does the hondata or even the haltech system count? im not the most knowledgeable honda guy always had domestic cars lol. from what i understand of the hondata system is its a new ecu that can be flashed so what does that mean for points? and i guess while were on the subject what system would you guys recomend to tune with for road racing and if its worth it?
