what is "blue printed"?

I'm sure some of you know how FV engines are built. You get into the parts bin and pick parts that match and are at the design limits that favor power, and you build your engine out of the selected parts. Then you ball out the intake manifold to the maximum allowable size. Technically I don't think that constitutes blueprinting, but isn't it actually very similar, since the idea is to get tight control over the tolerances?

Has anyone blueprinted an S2000 engine?
(Yea, I could do a search, but the question just popped into my little head and I really don't care; Just making light conversation. )
