Most lightnings will run in the high 13's stock. Most will trap right around 100-102mph. Of coarse if they had some DR's, mid 13's would probably be a regular.
I've owned an S2000 and a friend of mine still has a Lightning.
High 13's from a crap driver is expected. Drag radials can put a stock SVT in to the 12's with a good launch, otherwise a 4lb lower pulley will make it just as easy.
Regardless, from a roll the S2000 will not walk a Lightning unless something is either wrong with the truck or the S2000 has a decent amount of bolt ons/work.

Crap driver? It's kinda tough to be a crap driver with a 4 speed automatic, no? I mean, all you really have to do is get a decent launch down. The rest is tough, I know. Keep the 60 ft ~ a 2.0, and your good.
My buddy has an '03 Lightning. On a regular I meet up with him and some of his lightning buddies. I've beaten a handful of them when I had my s2000 with just I/E (aka a high 13 second car). Modded, no doubt they become monsters rather quickly. But stock they are far from it. I mean, unless you consider a stock '04 G35 with 280 chp a monster also.
