ive heard from some that it fits. some others say it doesnt fit exactly. who's right?

 

It fits with slight modification. You'll need to grind down the upper corners of the metal bumper beam. You won't be able to continue using the styrofoam bumper insert (unless you cut it). You'll either need to buy the '04 plastic undertray or get extensions so the bottom edge of the bumper can be attached.
