Either way, I think a digital rev gauge would be more accurate than the OBD-II sensor when it comes to measuring fuel cut-off.

My SPA gauge is digital all the way from pickup to display so I have no reason to suspect it is not accurate. I think I can have the tach blink and have a highwater mark less than 9000. Difficult to say however. If you wait for the last segments to blink in a recognizable way you'll bounce against the rev limiter quite easily.
The highest I recorded was in the vicinity of 9230. And, nope, not on a downshift.
