The other problem is that it takes gas to haul gas around, in other words you get your best milage at the end of the tank. Don't be a wuss, drive her till the light comes on, then check your milage.
Driving long highway stretches at 70-80 mph, I'll get close to 300 miles per tank. Probably even better if I slowed down a little. At the track I get 90 miles per tank, sometimes less. Same car, same driver, the only difference is the driving style.
If you want to get more gas mileage, you need to modify your behavior, not your car.

your test isn't very accurate (or is it precise?)
anyways, see what kinda mpg you get after a full tank of driving......the fuel light comes on around 10 gal anyways so that math will be easy.

"Top up" may be a key factor here, I know I've only driven the car once with the top/windows up in over 500 miles of driving. More drag = less gas mileage?
I drove with the top down all summer and never went below ~22MPG.
With my bone-stock MY04 doing mixed top up, top down, going to the redline about every 4th gear change, I get a consistent 25 MPG. I've crested 30 with the top up on the highway religiously using cruise control. Jury's out on whether or not gas brands help but I use mostly Exxon and occasionally BP.

I have my car for 2.5 weeks only. The 1st tank it ran 300miles/10.4 gal, so average out 28.8mpg. But at least 150miles of it are freeway driving, LA to Santa Barbara. Surprisingly pleased by it, consider the engine hasn't broken in yet.
I am down 1/4 of my 2nd tank, driven about 180miles. Average out 24mpg.
For the 2nd tank, 80% is street driving, short trips, traffic light stop and go... I drive from hom to work, 7 miles one way.

When driving down to LA i got 200-220 miles per tank going non stop with 70-80 miles on 6th gear if that gives a better idea.
I got 15-18mph too for the first couple of city fill ups. But the weather had been really hot (AC was always blasting - even with the top down) and I had been accelerating briskly (plus a little VTEC).
I wouldn't worry too much. Like XVIPER said, drain the tank, make note of how many gallons went in, zero the odometer etc.etc....
