AP2 with 9k redline?

I was watching a JDM S2K video comparing the stock AP1 and AP2 on the track and the AP2 had a 9k redline. I'm a newb, does the JDM AP2 supposed to have 9k redline or did they perhaps swap out the cluster?

They had f20's in japan untill 07 or so.
