Bret is exactly right, bought mine in Chicago paid no Ga tax, just gave them the title I got from previous owner ,and maybe bill of sale don't remember.

In Texas, when you request your new title you have to report how much you purchased it for and pay tax on that. Doesn't matter if it's a private sale or not.
