Damn cats
I made my own Scat Mats, but they are available - do a google search you lazy peeps!
I wired insulated electrical grids in parallel to a small, hi voltage, low current transformer. One on the hood, one on the roof, one on the trunk lid.
This started when I got my 1995 NSX - I married a lady that same year who had 8 cats - yes, 8! There was no way I was gonna let them mess up my dream car.
I wired in a switch that allowed me to have 2 current settings - on low, I found one of the cats sleeping on the grid - so i set it to medium, and the next day all I found was a clump of cat hairs. Evidently, he had tested his new perch, and found my changes not to his liking.
Eventually, Pavolvian conditioning will occur - the cats will see the mats and stay off of them even with out the currrent.
The current is harmless, but irritating.
Unless you know what you are doing, stick with the commercial product. A high voltage current of as small as 25 milliamperes applied across the heart can disrupt the electrical signals enough to cause arythmia and death. I have an EE and a ME and do not want anyone electrocuted or animals needlessly harmed either.

I would suggest talking to the neighbor first, shooting the cat is not really an option and would be cruel to an innocent animal. However if that doesn't solve the problem, I suggest shooting the neighbor.
Cats sleep on my roof all the time. It does no damage to roof at all. You have serious mental problems.....I mean serious problems if you start to shot at a cat. What if the old man down the street thought you drove to fast and every time Shot a rock salt round at you and your car. He was doing it just to teach you a lesson!

Just so you know the cat that sleeps in my car is a stray cat, my other car's hood got scratches all over from his/hers/its nails last two months ago. I never liked cats *no offense here* and i live with ppl that do. I respect them and their property. I expect them to respect me too.

why is it that everytime a thread comes up about cats on cars - the freakishly fanatical cat lovers all come pouring out of their closets and rant and rage if anyone even mildly suggests MAKING the cat get off the car...
sigh. i'm definitely not a cat lover, but i don't want to see any intelligent living creature injured needlessly... but if the cat's on the car -- it has got to get off...
and you can't exactly rationalize with a cat... 
my advice would be not to use a BB gun... while it probably wouldn't injure the cat - a miss might chip a window or penetrate the top. i'd look at getting one of those toy guys that shoot rubber pellets. a super soaker doesn't have enough range to really be effective. also, in all seriousness - a paintball gun w/ the velocity set low would probably be effective as well... it worked for me.
