Flashing highbeams -> low beams turning on

I had a HID kit on a reflector headlight, and I always read that it's bad to have turn the HIDs on and off before letting it warm up. And for some reason, it damages or puts strain on the ballast. I cut the wire to the alarm also so it wouldn't flash my low beams when the alarm went off.
Is this true with OEM HIDs? I've noticed that when I flash my highbeams, the low beams come on also.
