Default Front License Plate HELP?

So i live in the bay area got pulled over by a douche bag cop just cus he didnt ahve anything better to do, and got my fix it ticket for NO PLATES which i think is stupid , because ive driven past by numerous amount of cops and they didnt say shit. It happened around 2 30 in the morning the cop and i the only ones on the streets.

Does anyone have a solution to putting it on the grill? Or even any where else besides the front plugs? I had them before but they kept making marks and it looked horrible? any DIY?

Available as a motorized or manual model. Place underneath the front lip or the underside of the front opening.

This might be off topic. I also took my front plate off, only to discover that the bolts holding the plate on got screwed in to far (from the previous owner), and made nasty holes into the bumper. Is there any way to fill/ shave these holes off? Or do I need to buy a new bumper?
